14. Every producer must, in addition, for the same purposes as those set out in section 11 and with respect to the auditing of certain activities,
(1)  see to the verification, by a person who meets one of the following conditions, of the management of the redeemable containers recovered and of compliance with the requirements set out in subparagraph 11 of the first paragraph of section 11:
(a)  the person holds certification as an environmental auditor issued by a body accredited by the Standards Council of Canada;
(b)  the person is a member of a professional order governed by the Professional Code (chapter C-26); and
(2)  ensure that the verification referred to in paragraph 1 is performed at the following frequency:
(a)  in the case of the managers of return sites, including subcontractors, at least 10%, in more than one administrative region, must be verified each year and all must be verified over a 5-year period;
(b)  in other cases, the verification must take place during the first full calendar year during which the deposit-refund system is implemented, and at least every 3 years thereafter.
